Carsten L. Mowinckel specializes in ICT/ technology law, public procurement and data protection law. He assists suppliers and customers, both in the private and in the public sector, in complex ICT procurement projects, including system, software and equipment deliveries, application management and maintenance services, operational services and consultancy services.
Carsten has extensive experience with ICT/ technology law and public procurement law, including in-house experience from major operators in the ICT industry as well as central and local government bodies. He advises on all stages of contracts, from the strategy, drafting and negotiation phases and throughout the execution phase, including exit management, in-sourcing or transfer to a new supplier. For customers and suppliers in the public and utilities sectors, he advises on public and utilities procurement matters, providing strategic and legal advice concerning the choice of tendering procedure, the drafting of tender documents and tenders, the qualification of tenderers, evaluation of tenders and contract award, and the handling of complaints to the Complaints Board for Public Procurement and cases before the courts.
